真在偷听！一聊啥手机App就推啥，上海市政协常委：处罚太轻！主管部门回应_我的网站

A |     “聊什么手机App就推什么”“刚说过想买什么东西下一秒就收到推送”不少网友吐槽遇到过这样的情况“手机‘窥探’、隔屏有耳，治理手机App，有没有什么能做在前面？”昨天（1月14日），上海市政协常委游闽键走进委员现场咨询活动，来到了市通讯管理局的“摊头”处。我想咨询个问题，手机窃听，“隔屏有耳”，App的备案是通信管理局在负责的，有没有什么监管机制？有没有一些能够做在前面的动作？其实我们有常态化检测，去年一年检测了10000多款上海地区备案的App。从结果来看，这个现象还是很多的，虽然我知道通信管理局、网信、公安都在管，为什么管了这么多、还有这么多？据相关调查显示，超过80%的智能手机用户担心自己的隐私被手机应用偷听或窥探，近三分之一的人表示反感App的精准推送广告行为，但苦于缺乏有效的防范手段和维权途径，只能在担忧中使用手机。    It's known that, on Tuesday, actor Ram Charan injured himself on the sets of his upcoming pan-Indian movie, Peddi. Since the incident took place in Hyderabad, the Rangasthalam star could promptly consult a specialist at short notice. Earlier, the makers of Peddi gave an update saying that the hero was doing "absolutely fine". They added, "He had a minor injury to the left eye on the sets, and there was a small procedure done."          Peddi likely getting postponed?     According to the latest buzz, Peddi may not hit the screens on April 30. A postponement is likely on the cards, if the industry talk is anything to go by. Earlier today, Prathyangira Cinemas (Peddi's overseas distributor) postponed the rollout of Peddi's advance bookings from March 27 to April 8. It's speculated that this wouldn't have happened had the theatrical release date remained unchanged. Originally, Peddi, directed by Buchi Babu Sana, was earlier supposed to be released on March 26. It was moved to April 30 due to Ranveer Singh-starrer Dhurandhar 2. And now, another postponement will upset Ram Charan's fans. B | 针对个人信息保护，我国已出台《个人信息保护法》《App违法违规收集使用个人信息行为认定方法》《常见类型移动互联网应用程序必要个人信息范围规定》《互联网信息服务算法推荐管理规定》等法律法规。监管职责方面，网信办负责统筹，公安打击违法犯罪，通信管理局则聚焦行业治理。App的问题很复杂，不仅局限于上海，全国各地都有上架，还有在国外各种应用市场上架的。

C | 如果有的地方他不管，最后就没办法监管了，这就是个盲区嘛。

D | 从我们上海角度来讲，我们抓得还是很紧的。公安打击违法犯罪，我们通信管理局更关注行业治理。事后处罚是一方面，但是事后处罚真的是举证很困难，你感觉到被窃听、被“杀熟”，但很难把证据固化下来，不可能一次次去公证。我们管理机构有没有可能跨前一步，做一个第三方的评估或者审计？美国有个第三方评估的机制，评估你这个App的算法到底有没有侵犯公民的信息安全，我们有没有可能提前介入？还有，能不能加大处罚的力度？因为目前的违法成本太低了，就是下架，实际上起不到惩戒的作用。今年两会，游闽键提交了一份《关于加强App抓取、窥探用户隐私治理的建议》。他提出，各监管部门应通力合作，加大事前、事中、事后全链条监管，即备案、抽查、委托第三方审计评估，加大对侵犯用户隐私App的曝光、处罚力度。“这次咨询活动是一次友好的交流探讨，希望能为推动问题的解决贡献一份力量。”游闽键说。新民晚报（记者 陈佳琳），综合话匣子、网友评论编辑：龚紫珺编审：戴慧菁。
