一 | 中新社台北8月24日电 (记者 朱贺)台湾工业总会24日在台北发布“2026工总白皮书”，就“两岸政策”部分，建言台湾当局支持两岸民间健康有序交流。
二 | (ECNS)--Yunnan Province exported 1,857.1 metric tons of edible fungi to 26 countries and regions, including Japan, Germany and Vietnam, in the first seven months of this year, up 24.7% year on year, according to Kunming Customs. Located in southwest China, Yunnan is rich in wild mushroom resources, thanks to its favorable climate and diverse natural environment. The industry has become an important source of income for local communities. The matsutake sector alone benefits more than 20,000 households, providing each family with an additional annual income of 30,000 to 50,000 yuan (about $4,150 to $6,920). Guo Jinyun, general manager of Bowen Food Co., Ltd. in Shangri-La, Diqing Tibetan Autonomous Prefecture, said the company has expanded into higher-value, deep-processed mushroom products. Local customs authorities have also introduced measures to strengthen quality control and speed up customs clearance, including a dedicated green channel and 24/7 appointment-based inspection services. Yang Xiao from Shangri-La Customs said customs officers regularly provide one-on-one guidance to local farmers on tariff reductions, certificate applications and other relevant policies. 白皮书介绍，工业总会针对食品、纺织等十大产业的会员公会进行问卷调查，显示缺工、产业转型与能源政策是当前台湾产业最关切议题。工业总会理事长潘俊荣表示，目前台湾经济发展集中于科技产业，建议台当局加强对传统产业的支持。
围绕两岸政策，白皮书提及，台湾高度依赖外贸，对包括大陆在内的全世界市场都不能轻易忽视；即使近年台湾对美投资、贸易顺差激增，但两岸经贸仍维持一定热度；两岸产业链互相依赖的格局短期内仍难以动摇。由此提出四大议题13项建言。
就“支持民间健康有序交流，缓解两岸敌意螺旋”议题，白皮书指，观察两岸人员往来现况，台湾仍有相当数量的民众有赴陆需求，呼吁透过既有制度的协商，尽快让两岸旅行制度化、常态化，为台湾民众赴陆提供更完整保障。建议台当局支持民间办理两岸交流活动，创造两岸对话空间，并正面看待民间团体在不违反相关法规前提下，赴陆参加民生、经济、社会、学术、文化等交流参访。
就“掌握大陆产业转型方向，维系台湾出口市场动能”议题，白皮书指，大陆在各项新兴科技板块已逐步建立全球竞争力，在新领域释放出庞大需求，也为具备技术优势的台商创造拓展新商机的空间。大陆市场仍是台湾许多企业不可或缺的关键获利来源。
三 | 由此，建议台当局强化对大陆“十五五”规划的产业趋势研究，以协助台商掌握大陆市场变化与未来商机。在特定制造业、服务制造业的生产性服务业等方面，台商在大陆仍具一定竞争力，建议台当局协助台商拓展大陆市场。 白皮书指出，面对两岸经贸交流“脱钩”风险等挑战，应以两岸经贸正常发展互利互惠作为稳定两岸和平的“压舱石”。(完) 【编辑:何颖】。
